Early Warning Systems: Responding to the Problem Police Officer

Report: By 1999, 39 percent of all municipal and
county law enforcement agencies that serve populations greater than 50,000 people either had an early warning system in place or were planning to implement one. The growing popularity of these systems as a remedy for police misconduct raises questions about their effectiveness and about the various program elements that are associated with effectiveness
