Evaluating policing in San Diego

Campaign Zero evaluated the policing practices of San Diego Police Department and San Diego Sheriff’s Department from 2016-2018.

Our results show that both departments used force more often than other large California police agencies – with San Diego Sheriff’s Department using more force than the 37 California police departments that make these data public. Both departments were also more likely to stop, search and use force against black people and people with disabilities. Moreover, when civilians report excessive force or police discrimination, fewer than 1% of these allegations are upheld. See the findings of our analysis and recommendations below.
