Citizen Complaints about Police Use of Force

agencies — those with 100 or more
sworn officers — received more than
26,000 citizen complaints about officer
use of force during 2002. This total
figure resulted in overall rates of 33
complaints per agency and 6.6
complaints per 100 full-time sworn
officers.
